I think in part it's what one can get away with when you are dealing with repressive countries. If you ask too much they may see the price as too high, especily in countries with powerful churchs. If you see the influence as cash and human rights as things to buy, we simply don't have the cash to buy everything so things like press freedoms and judical independence come first with the idea on moving on the rest when they pay cheque comes through. if you get my drift. To be that's why gay rights has such little attention, it's too expensive. Plus considering there are few gay people in government it is not seen as a necessity, more of a luxury, so they make sure basic rights are sorted first, even if it is more important to those being repressed.
