Trade agreements are always with strings concerning trade AND human rights. It's no where near EU levels of course as Lybia won't have a revolution just because we offer a trade agreement however I have noticed htat they keep planning up up it slightly, offer another small link in exchange for a bit more on human rights so it maybe a strategy to get full reform very slowly by stealth but if so I will take decades at this rate, the only thing that has prompted rapid reform is the prospect of membership.

In fact something strange happened recently. The Belarussian President told his people that nothing was waiting for them in Europe (to stop silly ideas about reform and getting into Europe) so Brussels released a document detailing exactly what they would get if they joined. Then Russia upped the cost of Belarus' gas supplies, Belarus didn't like this and started stealing European supplies passing through their territory. After this spat which Russia came out looking much worse in European eyes Belarus did something strange. They wanted to talk to Brussels. He wanted to have new talks and better relations, he even said he wanted to join the EU and the Euro! Clearly he has realised Moscow is having too much power over him and not to his favour, some suggest Moscow wants to force Belarus into the Russian Federation but he is clearly scared about the collapse of relations with Russia that now he has jumped on what we said Belarus could get and wants our support. Of course few take him seriously, if he did do everything we want him to do he'd loose his job and end up on trial, Washington has told Brussels not to go soft but clearly some diplomats see it as an opening and will see exactly how much we can get out of him. Not giving much, some have suggested taking the visa ban off some people who are no longer in government as a symbolic act.

Anyhoo, would like to point out that there are anti-discrimination measures Eastern Europe has to have even though the people still discriminate themselves but you need to wait for cultural evolution, still get that here. Anything on the level of marriage is far off, I would remind you it is a new invention and Canada made it nationwide after EU enlargment to these countries so you can't call it a HR Standard yet even if it should be.
